Moldovan government approves draft law on state social insurances for 2021

Chisinau, 30 November /MOLDPRES/ - The Moldovan government today voted for the approval of the law on the budget of state social insurances for 2021. The document is to be presented to parliament for consideration and adoption.
Under the draft, the budget of state social insurances for 2021 was estimated at 25,095,092.3 thousand lei in terms of revenues and expenses and is balanced, taking into account the state budget means worth 3,191,557.4 thousand lei, meant to cover the deficit of the own means.
„The forecast of the general indicators of the state social insurances budget for 2021 was made based on the normative acts in force, new measures of policies proposed by the Health, Labour and Social Protection Ministry and Finance Ministry, analysis of the tendency and performances registered in the years before, forecast of the macro-economic indexes, elaborated by the Economics and Infrastructure Ministry (MEI),’’ the draft’s informative note reads.
The revenues of the state social insurances budget for 2021 are estimated at 25,095,092.3 thousand lei, with an increase amounting to 1,604,076.2 thousand lei or by 6.8 per cent against the revenues approved in 2020. ‘’The revenues estimated for 2021 are increasing by 522,978.9 thousand or 21.per cent against the overall revenues specified for 2020. The quota of the revenues of the state social insurances budget in the Gross Domestic Product (GDP), estimated for 2021, will account for 11.2 per cent.
According to the official, the private people who are not found in the categories of payers of compulsory state social insurances contributions will pay the annual fixed tax of 11,331 lei for the insurance based on individual contracts signed between the National Social Insurances House and in the case of private people – owners or lessees of farmlands, who till lands individually, the concerned annual tax will be 2,886 lei.
The overall spending of the state social insurances budget for 2021, included in the Social Protection programme, were forecast in an amount of 25,095,092.3 thousand lei or an increase of 1,604,076.2 thousand lei or by 6.8 per cent against the expenses approved for 2020. The expenses estimated for 2021 are growing by 522,978.9 thousand or by 2.1 per cent against the overall spending specified for 2020. The share of expenses of the state social insurances budget in GDP, estimated for 2021, will account for 11.2 per cent.
