Political representatives considered situation in road transport, agreed to relaunch work of sectoral groups

Chisinau, 19 October /MOLDPRES/- A new working meeting of political representatives in negotiations for the Transnistrian settlement took place yesterday in Chisinau of the OSCE Mission to Moldova, with the participation of mediators and observers in 5 + 2 negotiating format, the Bureau for reintegration policies has reported.

The agenda of the discussions included the issue of car transport, the perspectives of organizing the next round of negotiations in the 5 + 2 format and the need to resume the activity of the sectoral working groups.

Discussions on the subject of transport in the region took place with the participation of experts from Chisinau, highlighting aspects related to the activity of registration points of transport in the cities of Tiraspol and Ribnita, in which thanks to the facilities offered in recent months there has been a significant increase in the quantity and quality of services provided to car owners in the Transnistrian region, eloquent in this regard being the statistics on the issuance of neutral plates (September 2021 - 618, August - 371, July - 239), noting that the technical and human potential allows the issuance of over 1000 such numbers.

It was also mentioned that the Moldovan side is willing to diversify the range of services that can be provided in the subdivisions on the left bank of the Dniester, offering the possibility to reduce up to 3-5 days the deadline for issuing the registration certificate for vehicles with neutral model plates , the delegation of additional collaborators from the Public Services Agency to offer other categories of related services, the conversion of driving licenses into national models, the issuance of neutral plates for cars measuring 220x174 mm, complementary to plates measuring 520x112 mm.

It was also specified that in the near future in the registration points on the left bank of the Dniester will be implemented the technical solution for receiving applications for the issuance of the questionnaire for registration of aliens (form RT) for subsequent delivery of the document required for obtaining the TV24 form that will allow the documentation with neutral plates of the respective vehicle, and this will contribute to increasing the number of applicants served, being reminded the need to complement this dynamic and by offering services based on the "live line" principle.

Following the previous discussions, the topic of commercial vehicles and medical ambulances was re-addressed, which ensures the assisted transportation of patients in a state of medical emergency, being underlined that these categories do not fall under the Protocol Decision of April 24, 2018 and are not covered by other documents. agreed in the negotiations, however, as a humanitarian approach, the Moldovan side is willing to offer and proposed facilitated registration mechanisms, with the promotion of relevant legislative acts, to the Republic of Moldova.

Regarding the convening of the next round of the 5 + 2 negotiation format, the Moldovan side reiterated readiness to participate in this meeting, with a review of the level of implementation of the commitments agreed in the Berlin+ package, constructive and unconditional consultations , as well as with the tracing of the future paths of movement further, and in the near future there will be additional discussions on this subject at the level of political representatives.

The main negotiators also agreed on the need to relaunch the work of the sectoral working groups in the near future in order to address them at a technical level and identify viable solutions to the current issues on the agenda.

Also, Deputy Prime Minister for Reintegration Vlad Kulminski brought back to the issue the supply of basic necessities to the inhabitants of the villages on the left bank of the Dniester in the Dubasari district, proposing a lasting solution to ensure the free movement of suppliers of goods. and through land communication routes, not only with the use of the ferry belonging to Bacul Molovata.

A new working meeting of political representatives will take place in the coming days.
