Context note: The OSCE special monitoring mission (SMM) in Ukraine was carried out on 21 March 2014, following a request made to OSCE by the Ukrainian government and a consensus decision by all those 57 participating states. SMM is an unarmed civilian mission, present on site in all regions of Ukraine. Its principal tasks are to observe and impartially and objectively monitor the situation in Ukraine and facilitate the dialogue between all sides in crisis.
