Moldova's national normative framework in field of ensuring quality of syllabi to be adjusted to EU one

Chisinau, 16 February /MOLDPRES/ - The national syllabi will be assessed according to the European Standards and Guidelines (ESG) in the quality assurance field. The methodology of evaluation and accreditation of syllabi of the vocational institutions, higher education institutions and institutions of continuous professional training was changed by the cabinet today, the government’s communication and protocol department has reported.
The draft sees the adjusting to the European framework of assuring the quality of syllabi of education institutions, facilitating the common recognition of the diplomas issued in Moldova, etc.
Following the implementation of new provisions, the higher education and the vocational education institutions will be able:
· to propose for external evaluation of quality a group of syllabi, which will be selected either vertically – group of syllabi of degree, master, continuous professional training within the same sector, or horizontally – syllabi belonging to a single level, within the same sector of professional training. This will optimize the working processes in the university structures, vocational education institutions in charge and will optimize the expenses;
· to organize syllabi of continuous professional training, if the institution has accredited syllabi of vocational education or higher degree education in the concerned field of professional training, without need to authorize them, being, yet, obliged to accredit them after the first series of graduates;
· to get authorization of provisional work/accreditation for the doctoral schools, concomitantly with the authorization of provisional work/accreditation of syllabi of doctoral education;
· to benefit from ‘’grace periods’’ up to six months, during which they will be able to remove the gaps detected in the process of external evaluations.
The new amendments stipulate that the common syllabi carried out with institutions from abroad, which finish with the issuance of two diplomas: one of Moldova and another one of the partner country, will be able to be accredited according to the European procedures and recognized, respectively, abroad.
At the same time, the methodology approved by the government provides for additional standards for the assessment of driving schools. Thus, they will have to provide, during one year, the average rate of passing the examination for getting the driver’s licence of at least:
a) 50 per cent at the theoretical exam and 20 per cent at the driving exam, an average rate of passing which is enforced till 1 February 2023;
b) 50 per cent at the theoretical exam and 25 per cent at the driving exam, an average rate of passing which will be enforced for the period 2 February 2023 - 1 February 2024.
c) 50 per cent at the theoretical examination and 30 per cent at the driving exam; the average rate of passing which will be enforced as of 2 February 2024.
