Procedure of erasing inactive peasants' households to be simplified in Moldova

Chisinau, 23 February /MOLDPRES/ - The government, at a today’s meeting, approved a notification to the draft law which sees the establishment of measures of support for the activity of peasants’ households (GT), in order to back the small business in agriculture, the government’s communication and protocol department has reported.
Thus, the draft concerns the simplification of the procedure of erasing of the inactive peasants’ households from the register of peasants’ households and the state fiscal register. The list of inactive peasants’ households, which are to be erased, will be established by the State Fiscal Service (SFS).
At the same time, the mandatory state social insurances contributions, the penalties and fines, calculated and non-paid till the date of erasing by the inactive peasants’ households, will be cancelled from the record system of the National Social Insurances House (CNAS).
The inactive peasants’ households, registered till 31 December 2018, are to be erased from the aforementioned registers. These inactive peasants’ households in the last three years have not made operations on bank accounts, are not founders of a legal entity, have no debts to the budget, are not registers as payers of value added tax (VAT) and did not benefit from financial support from the national fund of development of agriculture and rural environment on the period 1 January 2019 – 1 April 20222.
According to the notification, in a period of two months after the Law’s entrance into force, SFS will identify the inactive GT, after which it will submit the concerned lists to the Agency of Intervention and Payments for Agriculture (AIPA), which, in a ten-day period, will give its opinion on the erasing. Subsequently, SFS will present the list of mayoralties for starting the procedure of erasing and to inform the GT founders about this. The notification on the decision of erasing will be published in the Official Journal and on the site of the mayoralties and the applications and the debts will be submitted not later than two months after the date of publication. The erasing is cancelled in the case of submitting applications on the ceasing of the erasing process.
If the applications and debts are not submitted during three days upon the expiration of the term of their submission, the mayoralty will adopt ex officio the decision on erasing and SFS in a 15-day term will ensure the erasing of the fiscal codes, will inform the provider of services about the closing of bank accounts and CNAS about the erased households.
