Unauthorized consumption of state reserves to be sanctioned in Moldova

Chisinau, 22 March /MOLDPRES/ - The Material Reserves Agency might issue executory decisions, which will allow the levying of distraint on the assets and financial means of economic operators, which admitted unauthorized consumption of state and mobilization reserves and stocked assets in a smaller quantity than the established one. The members of the parliament’s commission for national security, defence and public order approved a draft law to this effect today.    

Under the document, distraint will be levied till the full returning of the stocks diminished. This could occur, even if the economic operator appealed the decision by the Material Reserves Agency. 

The draft law also proposes amendments to more legislative acts and their goal is to adjust the normative framework to the provisions of the Law No 104/2004 on the state and mobilization reserves, in order to prevent the risks of damaging the state’s interests.

The authors of the legislative initiative noted that, in the last five years alone, the state budget had been harmed by 4, 609, 206.84 lei, given that the Material Reserves Agency had no legal leverages to levy distraint on the assets and financial means of depositaries.

The document also sees the clear-cut delimiting of the information in the field of state and mobilization reserves, which must be made secret, in order to avoid interpretations.
