Moldovan cabinet approves draft law on dual education

Chisinau, 23 March /MOLDPRES – Pupils from Moldova will be able to be admitted to education at vocation education institutions at syllabi of professional training through dual education and will be remunerated for practical training at economic units, the government’s communication and protocol department has reported.
This provision is contained in the law on dual education, the draft of which was approved at a today’s cabinet meeting. The document, worked out by Moldova’s Education and Research Ministry (MEC), has the goal to regulate in detail and comprehensively the dual education, as form of the vocational education.
The current draft normative act is meant to ensure enough stipulations for the full regulation of the dual education’s organization, as well as to regulate the status of the sides involved in the implementation of the professional training syllabi from the dual education.
The dual education is based on an extended partnership, ensuring the cooperation between the vocational education institutions, public authorities and economic environment and is organized in a unitary framework based on a cooperation agreement. In the dual education, the vocational education institution provides the theoretical training needed for exercising the qualification, as well as the general and optional education of pupils, while the unit/economic agent provides the practical training of the pupil.
The draft law regulates the pupil’s obligations, as well as his/her rights, among which the right to remuneration of professional training paid by the unit, which cannot be lower than the minimally guaranteed quantum of the salary in the real sector.
As for the facilities provided to the unit, the draft regulates that the unit’s expenses borne for the organization and carrying out of the dual education are liable to compensation from the state budget at the level of 50 per cent at the most from the expenses allowed for compensation, in accordance with the government’s normative acts.
The draft law on dual education is to be submitted to Moldova’s parliament for adoption.
