Moldovan government approves new provisions in electronic services sector

Chisinau, 30 March /MOLDPRES/ - The cabinet of ministers today approved a draft law on electronic identification and confidence services. The document is mean to boost the development of the electronic services and enhance the confidence in the transactions made between citizens, enterprises and public authorities, thus contributing to the enhancement of the efficiency of the online services in the public and private sectors, of the economic activity and electronic commerce, the government’s communication and protocol department has reported.
The law regulates new services related to the electronic signature, which presently are not contained in the national legislation, such as: electronic identification, temporal electronic trade-marks, security certificates for webpages, electronic seals. Therefore, the seal could be put on electronic documents by legal entities and could be released for use within the automated information systems.
The document also establishes the legal framework for the electronic signatures and contains provisions dealing with the work of the provider of confidence services, submitting the application of public key certification, validity term of the public key certificate, its suspension and cancellation.
The new provisions have the goal to adjust the national legislation in the electronic signature sector to the European norms. At the same time, the establishment between Moldova and the European Union of a single mechanism of work of the services of public key certification will facilitate the development of the international cooperation in the electronic commerce field.
