Chisinau, 31 March /MOLDPRES/- The Commission for Emergencies (CSE) today decided to reorganize the Single Crisis Management Center (CUGC). The center remains subordinate to the CSE, and the new head of the CUGC has been appointed Colonel Adrian Efros, head of the logistics department, General Staff of the National Army, the government's communication and protocol department has reported.
The decision comes after more than a month since the start of the war in Ukraine, the center set up by the CSE on 28 February provided immediate assistance to the citizens of Ukraine who arrived in the Republic of Moldova, managing to establish a system of well-defined mechanisms and processes. Government response to the crisis.
Dumitru Udrea, Secretary General of the Government, also said that the center managed to establish well-defined mechanisms and processes that strengthened the Government's response to the crisis caused by the war in Ukraine. Thus, during this period, about 50 thousand refugees from Ukraine were temporarily housed in more than 100 authorized placement centers and emergency shelters. Also, starting today, March 31, budget expenditures for food in placement centers, emergency shelters and sorting centers are provided entirely by external sources.
At the same time, in the last month, more than 60,000 refugees have arrived by air, land and rail in Romania and other destinations, such as Lithuania, Germany, Poland, Israel, Austria, Turkey and Bulgaria. And the Green Line - 0 800 800 11 registered about 9,000 calls. Most of the requests were for food, goods and accommodation, as well as consular or legal services.
The dopomoga.gov.md platform, which will continue to be supplemented with new information, useful for the citizens of Ukraine, has been accessed so far by over 132 thousand unique visitors.
Moldova has received humanitarian aid from several important sources, such as the EU Civil Protection Mechanism, the single treasury account opened by the Ministry of Finance at the beginning of the crisis - donations from individuals and legal entities in the country and abroad, as well as cash donations. in other states - over 58 million lei and almost 300 lots of humanitarian aid, of which about 35 lots for the Ministry of Labor and Social Protection and the Ministry of Interior, worth over 1.2 million euros. The other aid came to local authorities, non-governmental and religious organizations, but also to international ones, accredited in Moldova.
During this period, 82 batches of food and non-food products were distributed from the Vatra warehouse to placement centers and level I LPAs. And this week, UN agencies began implementing two financial support programs for both refugees, as well as for the families in our country that host the refugees.
25 public health institutions have received medical aid and more than 6,800 refugees have requested urgent, primary and hospital medical care. Also, 15 medical workers from Ukraine received permission to work in medical institutions in the Republic of Moldova during the state of emergency.
The Ministry of Education and Research has developed the framework for regulating the schooling of children from refugee families. Currently, more than 2,000 children are enrolled in schools and kindergartens.
In the next period, the CUGC activity report for March 2022 will be published, and a detailed report on the expenditures made from the funds accumulated in the treasury account opened by the Ministry of Finance on refugee crisis management will be published no later than April 15.
"Unfortunately, the war in Ukraine is not over, and the Republic of Moldova is already feeling its consequences, as the consequences of inflation, the energy crisis and the one caused by the COVID-19 pandemic continue. In this sense, together with the team, we will focus on measures and policies aimed at mitigating the impact of these crises on the citizens of our country and turning these crises into development opportunities for the country ", concluded Dumitru Udrea.
Colonel Adrian Efros mentioned that the main purpose of the center is to streamline inter-institutional processes in order to focus the unit of effort towards achieving the proposed objectives. "The center will continue its efforts to operate authorized placement centers, provide transportation on the Moldovan-Ukrainian border segment for refugees, as well as transfer them by air, rail and road to destinations in the European Union. Collaborating with UN agencies remains a priority, "Efros said.
The new headquarters of the CUGC will be within the Center for Exceptional Management of the CSE, on 69 Gh. Asachi Street, Chisinau.
