Moldova's energy regulator adjusts tariffs, prices for electric energy

Chisinau, 8 June /MOLDPRES/ - The Administrative Board of the National Energy Regulatory Agency (ANRE), at a today’s public meeting, considered and approved the regulated prices and tariffs for electric energy.   

The decision is meant to carry out the provisions of the Instruction No 22 from 23 May 2022, approved by Moldova’s Commission for Emergency Situations (CSE), and to adjust the prices in line with the methodology of calculation, approval and enforcement of the regulated prices for the supply of electric energy by the provider of last resort and the provider of universal service, according to ANRE.    

Following the analysis of the calculations of the prices presented by licence holders, ANRE found out the existence of objective factors which lead to the need to revise the costs from the composition of the regulates prices for the supply of electric energy for 2022, among which the most important ones are: increase in the weighted average purchasing price for electric energy from foreign providers and the Moldovan Thermal Electric Power Station, bought through the stock company Energocom, from 0.98 lei per one KW/hour up to 1.21-1.24 lei for one KW/hour; increase in the quantum of the annual average consumer price index for 2022 in accordance with the forecast of the macroeconomic indicators, from 6.9 per cent to 21.9 per cent; change of the annual average value of the currency exchange rate for 2022, with the application of the value of 18.36 lei per one dollar, which represents the average effective value registered on the period in the beginning of this year; increase in the tariff deficit recorded on the period January-May 2022, the size of which in the case of the State Capital Enterprise Premier Energy Ltd stood at 680 million lei and the tariff deficit registered by the stock company Supply of Electric Energy North – 169.9 million lei.     

Thus, ANRE approved the following regulated prices for the supply of electric energy by the State Capital Enterprise Premier Energy Ltd, differentiated depending on the points of delimitation or places of consumption of the end consumers: 2 lei/KWh for the electric energy supplied at the points of entrance in the transport networks; 2.14 lei/KWh – at the points of exit from transport networks; 2.16 lei/KWh – for the end consumers, whose installations are connected to the high tension electricity distribution networks (35-110 KV); 2.30 lei/KWh - medium tension electricity distribution networks (6-10 KV), by 0.44 lei or by 23.5 per cent more than the earlier prices; 2.64 lei/KWh – low tension electricity distribution networks (0.4 KV), which is by 0.47 lei/KWh or by 21.6 per cent more against the earlier prices.        

The following differentiated regulated prices were established for the stock company Supply of Electric Energy North, namely: 1.90 lei/KWh for the electric energy supplied at the points of entrance in the transport networks; 2.05 lei/KWh - at the points of exit from transport networks; 2.23 lei/KWh - for the end consumers, whose installations are connected to the medium tension electricity distribution networks (6-10 KV), by 0.33 lei/KWh or by 17.5 per cent more against the earlier prices; 2.86 lei/KWh – low tension (0.4 KV), which is by 0.35 lei/KWh or 14 per cent more against the earlier prices.  

At the same time, to ensure a reliable supply of consumers with electric energy and at minimal costs, ANRE adjusted the tariffs for the services of distribution of electric energy provided by the State Capital Enterprise Premier Energy Distribution, differentiated depending on the level of tension in the electricity distribution networks.  

The new regulated tariffs and prices will be enforced starting the date of their publication in Moldova’s Official Journal (Monitorul Oficial).
