Moldovan government backs draft law on status of Balti municipality

Chisinau, 6 July /MOLDPRES/ - The capacities of the public administration of the Balti municipality will be consolidated and the local taxes will be collected based on a new mechanism. In this respect, the government gave a positive notification to a legislative initiative on the status of the Balti municipality, the government’s communication and protocol department has reported.    

Under the draft, the Balti municipal council and the Balti city hall will be able to undertake a string of actions which will strengthen the capacities of the municipal public administration, its relations with the local public administration part of the Balti municipality (Sadovoe and Elizaveta settlements), as well as with the municipal public services which will boost the development of the region on the whole.     

Also, the draft proposes the introduction of the delimitation between the powers of the mayor, especially his/her own ones and the delegated powers. Thus, the delegated powers will be financed from the state budget and the mayor’s own ones – from the local budget. This delimiting will allow full financial supply and the carrying out of all competences of the local public administration.     

Another proposal refers to the establishment of a separate mechanism of collecting local taxes. Presently, they are collected by fiscal institutions which, according to the authors, failed to prove the needed efficiency. Respectively, once this law adopted, it will be necessary to amend also other normative acts, including the law on the local public money, in order to strengthen the public finances meant for a good work of the public administration authorities of the Balti municipality.
