Moldovan cabinet approves amendments to state budget law for 2022

Chisinau, August 24 /MOLDPRES/- Cabinet of Ministers voted today on the draft Government decision for approval of the draft law on amendment of the State Budget Law for 2022 No205/2021, the government's communication and protocol department has reported.
State budget revenues for this year are increased from 52.701 billion lei up to 57.971 billion lei (+10%), and expenses - from 72.087 billion lei up to 75.216 billion lei (+4.3%). Respectively, the state budget deficit decreased from 19.386 billion lei up to 17.245 billion lei (-11%). The budget deficit is to be covered from both external and internal sources.
The increase in revenues from taxes and fees is estimated at around 7.4% (3.534 billion lei), in receipts from grants by around 53% (1.299 billion lei), as well as in receipts from other revenues – by around 19.3 %.
The most significant increases are recorded in the social protection group (+1.758 billion lei), necessary for granting a unique financial support to the beneficiaries of all types of state pensions/social allowances and increasing allowances as aid for the cold period of the year.
Increases are also foreseen for the state services of general purpose group (with 996.7 million lei), which will be used for the management of the energy crisis, the refugee crisis in Ukraine and the inclusion of allowances for granting the one-time payment to support some employees from the budgetary authorities/institutions. At the same time, there will be increases for the Road Fund and projects to support small and medium enterprises.
The volume of allocations for capital investments increases by 419.7 million lei or by 15.2%. In order to ensure the continuity of the construction/reconstruction works, the amount of allocations for some capital investment projects is also increased, such as: the project Supporting the Program in the road sector - 682.6 million lei, Rehabilitation of local roads - 95.0 million lei, the construction of the Urgent Reception Unit of the Institute of Emergency Medicine - 6 million lei etc.
The main allocation increases included in the 2022 budget amendment project are intended for:
Personnel expenses – 9.7 million lei, including 6.7 million lei in the context of the increase from September 1, 2022 of the reference value of the salary for employees in the budget sector;
Providing the public authorities/institutions with additional financial means for the payment of energy resources – 3.2 million lei;
First necessary expenses in connection with the price increase – 10.3 million lei;
Development and piloting of the Internet-Voting module – 8 million lei;
Modernization of the Sculeni Customs Post infrastructure - 13.3 million lei;
Establishment and operation of the Leova-Bumbăta state border crossing point – 8.4 million lei;
Supplementing the Government's emergency funds - 670 million lei;
Providing the single payment for the support of some employees from the budgetary authorities/institutions – 567.0 million lei, etc.
According to estimates, the share of state debt in GDP in late 2022 will not exceed 36.1%, with the state debt balance on December 31, 2022 reaching 101.069 billion lei.
The amendment to the State Budget Law 2022 is imposed by the circumstances in which the national economy operates and was necessary to mitigate the negative impact of the energy crisis and the refugee crisis on the population, public institutions and economic agents.
