Chisinau, Oct. 12 /MOLDPRES/- The law on public finances and budgetary-fiscal responsibility will be amended. A draft law in this regard was approved today by the Parliamentary Committee on Economy, Budget and Finance.
The project involves the exclusion of the 60-day deadline for the execution of the obligations of private people or legal entities towards the budgetary authority/institution for the delivery of goods, the provision of services and the execution of works in the amount of the advance payment (advance). More precisely, it is about contracts for the purchase of goods, works and services related to the production or trade of weapons, ammunition and weapon systems for the purposes of national defense.
According to the authors of the initiative, the need for these changes is justified by the long and complex process of the respective acquisitions, which, in some cases, can last over a year. Consequently, the state loses the opportunity to provide necessary goods in the process of developing the military capabilities of the National Army, established in the 2020-2030 long-term development plan.
The draft law is to be debated in the plenary session of the Parliament.
