Low value public procurements to be better monitored in Moldova

Chisinau, 1 November /MOLDPRES/ - The Finance Ministry has worked out a new regulation, which has in the focus the low value public procurements, carried out by the contracting authorities/entities and which will be better monitored. The need of these changes was discussed at a press club organized by the ministry on 31 October, with the support of the government and the European Union. Attending the event were civil society representatives.       

According to the current regulations, the low value procurements under the thresholds established by the legislation concerning the public procurements and acquisitions in the sectors of energy, water, transports and postal services, are carried out outside the information system of public procurements. ‘’After the approval of the new regulation, the low value procurements from the thresholds of 100,000 lei (about 5,000 euros) for assets and services, 125,000 lei for works and 200,000 lei for social services will be obligatorily carried out through the national electronic system as simplified acquisitions,’’ the Finance Ministry said.     

The new regulation comes with a change of the threshold for the procurements made based on the payment invoice and namely, its increase up to the sum of 50,000 lei. ‘’As for the acquisitions the value of which ranges from 50,000 lei and the aforementioned thresholds, the contracting authority/entity has right to conclude direct contracts with the economic operator, ensuring the efficient use of financial resources, the transparency, objectiveness and impartiality of the acquisition process and public confidence in it,’’ the Finance Ministry added.
