Moldovan cabinet approves new Regulation implementing Customs Code

Chisinau, February 28 /MOLDPRES/- The cabinet approved today at the initiative of the Ministry of Finance the Regulation implementing the Customs Code to ensure the continuity of the harmonization of the Moldovan legislation with the EU rules in the customs policy and trade facilitation, the government's communication and protocol department has reported.
"The Regulation will ensure full harmonization of customs legislation and will facilitate the process of integration into the common market of the European Union. The latter will contribute to the further development of international trade, especially with the EU, by simplifying, modernizing and standardizing processes in the customs", Minister of Finance Veronica Sirețeanu said.
The Regulation includes provisions on regulation of mechanisms for issuing, suspending, withdrawing, modifying and canceling the authorization of an authorized economic operator; the way of issuing decisions regarding the application of customs legislation; the factors on the basis of which import or export duties are applied; the manner of setting up customs guarantees; the procedure for reimbursement and remission of the customs debt; special procedures; organization and planning of customs control etc.
Also, the document regulates the form and manner of completing customs decisions and forms, including: guarantor's commitment; authorization request for the use of the simplified declaration and registration in the declarant's records; the application and authorization model for the operation of a customs warehouse; the application and authorization model for the temporary admission regime, active processing, passive processing, final destination.
The provisions of the Regulation will enter into force on January 1, 2024.
