Chisinau, 28 February /MOLDPRES/ - The cabinet approved, at an initiative by the Infrastructure and Regional Development Ministry (MIDR), a regulation on the way of enforcement of the fiscal and customs facilities on the deliveries of goods or services meant for implementing the project, Security of water and sanitation supply in Moldova, the government’s communication and protocol department has reported.
The cabinet’s decision will facilitate the starting of procedures of procurements of services and works or the aforementioned project, which implies the construction of water-purifying stations in the Soroca and Cahul municipalities and hygienic facilities for about 100 schools and 25 medical institutions. The goal of this project is, to the same extent, a cleaner environment and healthier citizens, Prime Minister Dorin Recean said.
„The procedures of acquisitions for the carrying out of the project, Security of water and sanitation supply in Moldova, which we regard as ambitious and imposing, cannot be launched in the lack of normative regulations which would establish the mechanism of exemption from the value added tax (VAT) and from customs duties at the import and delivery of goods and services needed on the country’s territory,’’ Infrastructure and Regional Development Minister Lilia Dabija said.
The project is carried out in line with the provisions of the agreement on financing between Moldova and the International Development Association (IDA), which establish that the VAT and the customs duties at the import and/or delivery of goods, services for the project’s implementation will not be covered at the expense of the project.
