DOC Law on voluntary amalgamation of administrative-territorial units published in Official Journal of Moldova

Chisinau, August 18 /MOLDPRES/- The decree for promulgation and the Law on voluntary amalgamation of administrative-territorial units was published today in the Official Journal and will enter into force in three months.
The new law aims to create a regulatory framework necessary for the voluntary amalgamation of first-level administrative-territorial units (UAT) in order to strengthen the administrative capacities of local public authorities and provide quality public services accessible to the population.
Thus, voluntary amalgamation involves the voluntary merging of two or more first-level administrative-territorial units (villages/communes and cities/municipalities), based on the decisions of local councils, in compliance with certain conditions, criteria and procedures.
The process of voluntary amalgamation will be initiated based on the decisions of the local councils of the first-level administrative-territorial unit, approved by the vote of the majority of elected councilors, at the proposal of the mayor, 1/3 of the number of elected councilors or 10% of the number of citizens with the right to vote that resides in that unit.
Government within three months from the date of publication of this law will approve the voluntary amalgamation methodology; will ensure the development and approval of other normative acts necessary for the process of institutional reorganization, personnel transfer and ownership transfer, as well as other operations and processes to be implemented in the amalgamated UAT after the entry into force of the corresponding laws to amend Law No764/2001 on the administrative-territorial organization of the Republic of Moldova and will bring its normative acts in accordance with this law.
