Moldovan government approved town-planning and construction code

Chisinau, 13 Sep. /MOLDPRES/- Following an initiative of the Ministry of Infrastructure and Regional Development, the government approved the town-planning and construction code. It will regulate all areas related to the field - from the planning of the territory, the authorization and execution of design and construction works to the control of the works quality, the government's communication and protocol department has reported.

The new Code aims to solve several important problems on the legislation in the field and will prevent the abusive interpretation of the legal provisions. Following the Code's approval, the concept of tacit authorization will be cancelled, based on which a series of violations were committed in the field. Also, the procedure for issuing the planning certificate for design and the construction/demolition authorization will be simplified, in the case of localities with a population of up to 3,000 inhabitants. About 679 localities - estimated 1.5 million inhabitants - will benefit from the simplified procedure.

Status, obligations and responsibilities of specialists in the field will be established and the State Register of companies in the urban planning and construction will be set up.

The Code provides for the expansion of the list of construction works that can be executed without a planning certificate for design and without a building permit. At the same time, the urban planning certificate and the construction/abolition authorization for objects declared to be of public utility of national interest will be issued by the institution subordinated to the specialized central body.
