State controls on entrepreneurial activity to be carried out under new rules

Chisinau, 21 Sep. /MOLDPRES/- State controls on the activity of entrepreneurs will be conducted under new rules. They were set out in a bill presented today by Deputy Prime Minister Dumitru Alaiba, Minister of Economic Development and Digitalization. The document is to be submitted to public consultations.
Dumitru Alaiba said that the new changes aim to reduce the burden of control on the business environment, promoting efficient and abuse-free controls, as a result reducing the stress associated with controls, saving entrepreneurs' time, and offering them levers for quick remediation and voluntary compliance. The draft aims to contribute to a more efficient and clearer control for the control body and the avoidance of evasions and blockages in the procedure.
The official said that the changes will contribute to reducing the time devoted to control procedures by at least 57 thousand hours per year, which together with reducing the number of sanctions and possible situations of abuse by the control bodies will allow entrepreneurs to save at least 70 million lei (3.5 million euros) per year.
At the same time, crisis management plans will be introduced to guide controls in extraordinary situations, annual control plans will be unified, taking into account different types of economic agents and risks, the conditions for unexpected controls will be revised and included specific grounds for control over economic agents who intentionally evade controls.
The draft is to be submitted to public consultations, after which it will be submitted for approval to the Cabinet of Ministers, to be subsequently voted on in Parliament.
