Chisinau, Oct. 4 /MOLDPRES/- According to the information from the state institutions, the Central Electoral Commission /CEC/ will set up a list of persons who cannot be registered as electoral competitors. Speaker Igor Grosu made the statement this morning.
Parliament has the obligation to amend the Electoral Code in accordance with the findings of the Constitutional Court /CC/ and ECHR jurisprudence.
"Restrictions to run for the local elections of November 5, 2023 will clearly refer to people who cannot be allowed as electoral competitors. It is about persons with the status of accused, suspected of committing crimes that were mentioned as an argument by the Court when the party was declared unconstitutional, they directly carried out actions that were arguments held in the decision of the CC declaring the party unconstitutional, they were excluded from the previous election as a result of the violation of the principle of illegal financing committed intentionally or were included in the international sanctions set in the CC decision," said Grosu.
He noted that the state institutions - the General Police Inspectorate, the National Anti-Corruption Center, the Intelligence and Security Service, the General Prosecutor's Office - will present the information regarding the persons who fall under these criteria.
"The Central Electoral Commission, based on this information, will adopt the list of persons who cannot be registered as electoral competitors and present it to the electoral bodies, which will reject the mentioned persons as electoral competitors or cancel the registration of the competitor if he is already registered. These decisions of the electoral bodies can be contested at the Chisinau Court of Appeal, within 1 day from the date of adoption of the decision. These regulations are already effective through the CSE decision of October 4. The electoral bodies have the obligation from this very moment to comply with the new provisions", he said.
