Moldovan parliament to consider draft Urban Planning and Construction Code

Chisinau, Oct. 18 /MOLDPRES/- Minister of Infrastructure and Regional Development Andrei Spînu presented today in a press conference the draft Urban Planning and Construction Code (CUC), which he will propose to the Parliament for approval tomorrow.

According to the official, the document will regulate all areas related to the field - from the planning of the territory, the authorization and execution of design and construction works to the control of the work quality. "The new Code comes to solve several essential problems related to the legislation in the field and will prevent the abusive interpretation of the legal provisions. Thus, following the approval of the Urban Planning and Construction Code, the concept of tacit authorization will be cancelled, based on which a lot of violations were committed in the field", Spînu said.

Also, the procedure for issuing the urban planning certificate for design and the construction/demolition authorization will be simplified, in the case of localities with a population of up to 3,000 inhabitants. At the same time, the status, obligations and responsibilities of specialists in the field will be established and the State Register of companies in the urban planning and construction will be created.

The Code provides for the expansion of the list of construction works that can be executed without a planning certificate for design and without a building permit. At the same time, the urban planning certificate and the construction/abolition authorization for objects declared to be of public utility of national interest will be issued by the institution subordinated to the specialized central body.

MP Vasile Grădinaru said that this document that will regulate the field of urban planning and construction is a result of effective cooperation actions between the Legislature and the Government, which will bring order and clarity to the sector both for specialized authorities, as well as for local ones.

It was approved by the cabinet this September and is to be voted on by the parliament.
