List of documents available in digital format to be extended in Moldova

Chisinau, 19 October /MOLDPRES/ - The identity cards, driver’s licences and certificates of registration will be available in the digital format. The MPs voted a draft on the stimulation of the use of electronic documents in the first reading today.
The concerned documents in digital format will be used through the integrated governmental application of electronic services. The Electronic Governance Agency, with the financial support of the United Nations Development Programme (UNDP), works on the development of the application, which will provide user’s access to all electronic services, based on the personal electronic identity.
The digital identity card of Moldova’s citizen will be an identity act generated on the holder’s phone or tablet and will contain a string of data taken over in automated regime and in real time from the person’s profile from the state register of the population and additionally, an electronic identifier (QR code).
The draft will also regulate the possibility to submit online the request on the registration of transport means and the delivery of registration certificates and plates through the MDelivery governmental delivery service.
Also, the draft proposes the introduction of notary’s obligation to submit the application on the registration of the authenticated act or of the contracts on sale and purchase, as well as other documents related to real estate assets to the Public Services Agency (ASP) through an electronic service. After the carrying out of the registration, decision-makers will electronically submit the electronic certificate on the recording in the register of real estate to the notary and the holder of the right. The legislative amendments are aimed at tightening the security of the transactions authenticated by notaries as to the real estate assets and at excluding the need for citizens to interact with ASP.
Other legislative amendments regard the government’s possibility to establish distinct costs for the services provided electronically and the desk ones; excluding the necessity to compulsorily present the proof of the electronic signature to the documents submitted through the integrated programme on files’ management, with the verification due to be made in automated way; free of charge access to all chapters from the Official Journal in electronic format.
