Moldova's Reintegration Policies Bureau makes specifications on procedure of authorization of exports, exports of strategic goods

Chisinau, 26 October /MOLDPRES/ - The Reintegration Policies Bureau has come up with specifications as to the procedure of authorization of imports and exports of strategic goods, carried out by companies from the Transnistrian region.    

The Bureau said that the explanations were necessary, given that ‘’in the last period, Tiraspol has excessively politicized the subject on the import-export operations, carried out by some companies from the Transnistrian region as to the categories of goods described as strategic, including products, technologies and services which have double use, for instance, civilian and military, or which have a special regime.’’   

The Reintegration Policies Bureau informed that the consideration and the taking of decisions on the issuance, suspension or cancellation of authorizations in this respect were within the competence of the interdepartmental commission for control over the export, re-export, import and transit of strategic goods. The commission is made up of the economic development digitalization minister, who is also the head of the commission, representatives of the Interior Ministry, Foreign Affairs and European Integration Ministry, Public Services Agency, Intelligence and Security Service, Service for Prevention and Combating of Money Laundering, Customs Service, General Staff of the National Army.    

The commission’s work is ensured by the Public Services Agency which, based on the decisions approved, ensures the issuance, release and record of the authorizations, certificates and other documents needed for the export, re-export, import and transit of strategic goods.   

It is necessary to compulsorily present, upon request, a set of acts provided for by the legislation, as well as other additional documents, depending on the type of transaction, for the examination of the applications by economic agents and assessing the risks for the transactions with strategic goods, carried out by them.  

„The release of the authorizations is refused or the authorization is withdrawn, based on the decision by the interdepartmental commission, in the conditions set by the legislation, if damages are caused to the national security and interests, this runs counter the decisions by the international organizations Moldova is member of, the applicant submitted unauthentic information or infringed the national legislation,’’ Reintegration Policies Bureau said.     

According to the Bureau, in the process of files’ consideration, carrying out of specialty expertises and adoption of decisions (with the votes of the majority of the members present) discriminatory principles or approaches are not enforced, but the observance of the rigours established by the national legislation in force and the ones coming from the international commitments taken by Moldova is ensured.
