Moldovan government to provide assistance for cold period in monthly monetary payment, compensations in invoices through unified compensation mechanism

Chisinau, 27 October /MOLDPRES/ - The government this year will enforce a unified mechanism of compensation. It will include compensations applied directly in invoices, for the families who heat the homes with thermal energy, gas or electric energy, as well as a financial assistance in form of monthly monetary payment for the families which use solid fuels, for instance, wood or coal. Thus, one of the major changes consists in the integration of the assistance for the cold period of the year in the system of payment of energy, in order to simplify the process of providing the assistance. The cabinet approved a decision to this effect today.
According to the government’s communication and protocol department, the compensations are to be provided only based on the applications submitted by the citizens on the portal www.compensatii.gov.md. Unlike the previous cold season, the people who do not register in the information system will not benefit from compensations. It is worth mentioning that the procedure was simplified and the citizens who fail to register are asked to resort to librarians or social assistants from the settlement.
Thus, the system will monthly generate, till the date of 28, the list of eligible beneficiaries for whom the compensation for energy was established in form of monetary payment, in accordance with the category of energy vulnerability assigned. The compensation will be paid by the National Social Insurances House (CNAS) on the personal accounts of the beneficiaries, through the governmental service of electronic payments (MPay).
The modifications approved by the government include also the adding of two new categories of energy vulnerability – ‘’extreme vulnerability’’ and ‘’primary vulnerability.’’ In the previous season, there were five categories of energy vulnerability and their extension will allow a more accurate targeting of the poorest households and the providing of more correct compensations in such circumstances.
The degree of severe disability of the household members will also be taken into account when establishing the degree of energy vulnerability. At the same time, the allowances provided to children will not be taken into account at the calculation of the household’s incomes.
The category of consumers without energy vulnerability will be provided to the members of the household who registered, in the 2022-2023 year, incomes from dividends higher than one million lei. The adding of this criterion is necessary, in order to avoid the providing of compensations with high categories to the people with a high level of well-being. At the same time, the document sees the adding of ceilings at the assigning of the category of energy vulnerability, in order to avoid the assigning of the categories of ‘’high energy vulnerability’’ to the people who had enough incomes for the payment of the expenses for the consumption of energy resources.
