Moldovan government creates commission for preliminary research for declaring as public utility works for construction of new headquarters of U.S. Embassy in Moldova

Chisinau, 6 November /MOLDPRES/ - The government today established the commission for preliminary research for declaring the works for construction of a new headquarters of the United States’ Embassy in Moldova as public utility of national interest.
According to the director of the Public Property Agency (APP), Roman Cojuhari, the Commission will consider and decide on the works’ character of public utility, taking into account the importance of the enforcement of the Agreement between the governments of Moldova and the United States on the procurement of the property for the new headquarters of the Embassy.
„That intergovernmental agreement sees that the ground is transmitted clean, without obligatations or registrations on it, so that the Embassy could be constructed. Moldova’s legal procedure envisages that, to buy these properties, a procedure is to be. It is about the procedure of expropriation. For this, the declaring of public utility is needed. Several stages are necessary. First is the commission for declaring of public utility; subsequently, there will be the law on the declaring of this ground as public utility. There are 12 buildings there. All these buildings are to be redeemed by the United States,’’ Roman Cojuhari said.
According to the informative note to the project, the U.S. government has right to exercise the option of purchasing the ground free from the rights of third sides in a one-year period. The term for the exercising the option of purchasing can be extended through notifying Moldova’s government five times at the most and each prolongation will be of one year.
The intergovernmental agreement on the procurement of the property for the new headquarters of the U.S. Embassy was ratified by the parliament in the last summer. The document sees that the field of the former Republican Stadium from the centre of Chisinau, which has been abandoned for more years, will be rehabilitated and a new headquarters of the Embassy of the United States is to be built there. The American authorities commit to create also parks and spaces open for the wide public and the investments announced will amount to about 240 million dollars.
The property’s purchasing price is of 18 million euros. The concerned money will be allocated by the authorities for the carrying out of important projects, such as the repair of more sports schools, designing of the future republican stadium and the creation of The Universe Centre of contemporary culture and art. Also, the USA will reimburse spending worth up to 7.5 million euros related to the transfer of the ground with vacant possession, including any payments dealing with its expropriation and release from any construction.
