Heating system from Moldovan capital to be modernized. Top European Bank provides 143.5 million euros

Chisinau, 13 November /MOLDPRES/ - The system of centralized supply with thermal energy from the Chisinau municipality will be modernized. The works will include the setting of over 2,500 Individual Heat Points (IHP) and the switch of 1,665 blocks of flats to the horizontal distribution of heating. The authorities estimate that the investment will help cut the expenses for the thermal energy by up to 30 per cent.
To carry out the works, the European Bank for Reconstruction and Development (EBRD) will provide a loan worth 143.5 million euros. The decision which envisages that the Energy Ministry will negotiate with EBRD the Agreement on loan was approved by the government today.
At the cabinet meeting, the secretary general of the Energy Ministry, Andrei Gritco, said that the modernizations carried out would allow consumers connecting/disconnecting the heating in flats and independently regulate the consumption of energy.
The project will also include works of insulation of blocks of apartments, rehabilitation of the primary heating networks and the construction of two pumping stations. ''Besides the optimization of the consumption of thermal energy, these measures will contribute to the cutting of costs for the consumers and to a positive impact on the environment, through the decrease of the carbon emissions related to the heating supply system,’’ Andrei Gritco said.
The project’s overall value is of 326 million euros, of which about 40 million euros will be provided as grant.
The team of negotiators, led by Minister Victor Parlicov, is to clear up the financial conditions of allocation, the turning to account and the reimbursement of the loan, the conditions for the entrance into force and the amendment of the Agreement, as well as other technical aspects.
