Moldovan State Chancellery says modernization of public administration priority

Chisinau, 20 November /MOLDPRES/ - The modernization of the public administration and the creation of a corps of professional and honest civil servants is a priority for the government. To achieve this goal, it is essential to set up a distinct institution, directly subordinated to the State Chancellery, with role of initial and continuous training of the staff in public service. The State Chancellery today expressed a position to this effect, in the context of the information which appeared in the public space on the creation of the Public Institution, National Institute of Public Management.
The State Chancellery noted that the proposal on the creation of the aforementioned institution did not affect the academic activity of the Moldovan State University (USM). Thus, the component of master degree/doctor’s degree and research in the public administration sector remains at USM and the one of professional development is transferred to the entity in charge of the public policies in the field of management of the public office and of the civil servants – State Chancellery.
„What is proposed is coherent with the reform initiated in 2022, which does not imply the delegation of the professional development sector to the academic sector. The reform’s goal is to create a professional institution of professional training of civil servants, optimize the academic system, with the integration of the programmes of master’s degree/doctor’s degree and research in the field of public administration in USM,’’ the State Chancellery said.
At the same time, the quoted source said that, in the process of the draft’s elaboration, the State Chancellery’s representatives had discussed with leaders of USM and the Institute. At the same time, when working out the draft, decision-makers analyzed the experience, on this segment, of more European Union member states. Concomitantly, the draft was discussed and submitted for consultations to experts of SIGMA /Organization for Economic Cooperation and Development.
