Moldovan cabinet establishes schedule of hearing of citizens in all public authorities

Chisinau, 2 October /MOLDPRES/ - The cabinet approved a plan on scientific specialties to the programme of post-doctoral studies for 2020, at a meeting today, the government’s communication and protocol department has reported.
The training of scientific staff through post-doctoral studies represents a national priority, contained in the document of policies and plan on development of higher education institutions and organizations in the research and innovation sectors. The plan contains, just as in the last year, 23 places with budgetary financing, in strategic priority fields for the country, such as: health, sustainable agriculture, food security and food safety, as well as society’s challenges. Subsequently, the National Agency for Research and Development will organize a contest for the selection of candidates due to benefit from places with budgetary financing.
Also today, the cabinet approved the amendment of the regulation on the organization and work of the Agency for Energy Efficiency. The draft provides for the completion of the category of employees who can be members of the Agency’s Board. So far, the Board’s composition has been approved under order by the Agency’s director and has been made up of seven members with permanent status, leadership civil servants of higher level from the Agency for Consumers’ Protection (APC) or other decision-makers nominated by order. To unlock the Board’s work, decision-makers suggest that persons with public offices be its members. Thus, decision-makers will nominate by one representative of the specialty body of the central public administration from the following sectors: energy, constructions, regional development, environment, finances, health sector, as well as the education one. At the same time, other changes of the regulation imply giving right to the Agency’s Board and the Agency’s director to convene meetings (earlier, the Board’s meetings were summoned only by the Board’s head). Also, other amendments approved at the today cabinet meeting see that the Agency can suggest that the Board decides on the financing or co-financing of pilot projects.
The cabinet of ministers voted for the nomination of the state secretary of the Justice Ministry, Veronica Mihailov-Moraru, as government’s representative in parliament and alternate representative of the government at the Constitutional Court and the nomination of state secretary of the Justice Ministry, Laurentiu Hadirca, as the cabinet’s representative at the Constitutional Court and alternate representative of the government in parliament.
Also, the government established a schedule of residents’ hearing in all public authorities. The draft also specifies the mechanism of monitoring the results of the consideration of petitions through the compulsoriness of submitting an annual report to the government. In the context, citizens could be received for audience by the prime minister, deputy prime ministers, ministers and heads of other central administrative authorities, by the government’s secretary generals and deputy secretary generals or structural subdivisions, ministries’ secretary generals, state secretaries and heads of other central administrative authorities and structural subdivisions on the third Friday of the month, according to the working schedule. At the same time, the residents’ hearing by public authorities will be organized not only for the Moldovan citizens, but also for other categories of people living in Moldova, such as foreign citizens or stateless persons. “Citizens have a lot of problems and they will have a lot of problems as long as this state does not start working at all levels; as long as each institution does not do its job. Therefore, we listen to the citizens with great responsibility and with equally great responsibility we make sure that the state’s institutions of all levels start working. As a lot of problems of citizens must be solved till getting to the minister or prime minister, if the state is functional,” Prime Minister Maia Sandu said.
At the meeting, the cabinet of ministers ruled to appoint Alexandru Dubalari and Sergiu Gherciu as state secretaries at the Agriculture, Regional Development and Environment Ministry and Nicolae Redita was appointed director of the Interethnic Relations Agency.
