Report of Commission for investigating bank fraud heard in Moldovan parliament

Chisinau, 17 October /MOLDPRES/- The report of the Commission of Inquiry for elucidating all circumstances of robbing the Moldovan banking system and the bank fraud investigation was heard today in the parliament.
The report has 55 pages and was presented in plenary by chairman of the committee Alexandru Slusari.
According to the report, the process of robbing the banking system was a well-prepared and coordinated operation with politicians and state officials. The plan was carried out in stages since 2011 and directed by the group headed by Vlad Plahotniuc and Veaceslav Platon.
Judges and members of the National Financial Market Commission were involved in the implementation of this plan.
The report also states that a negative role in robbing the banking system had the leadership of the National Bank. Also, the commission members announce that the Kroll 2 report shows that the main beneficiaries of the bank fraud are the groups led by Plahotniuc, Shor and Filat.
The Commission also notes that during 2015-2019 the General Prosecutor's Office sabotaged the investigation of bank fraud, starting segmented investigations, and the investigation in several cases was deliberately delayed or used for political purposes.
The members of the Commission advised the speaker to find circumstances that would allow the procedure of dismissal of deputy governors of BNM Ion Sturzu and Aureliu Cincilei. Also, the commission asked the Government and the BNM, within 60 days, to consider the opportunity to de-authorize and publish materials related to robbing the banking system and to examine the opportunity to revise the Law on the issuance of state bonds.
The Ministry of Finance will, within 90 days, organize an audit regarding the legality of the allocation of the money allocated as emergency loans by the BNM for BEM, Unibank and Social Bank. The General Prosecutor's Office should examine why the investigation procedures have stalled and submit within 30 days a report on the investigation of robbing the banking system.
In the morning, BNM deputy governor Ion Sturzu came up with a public statement noting that both he and Aureliu Cincilei were appointed to the position on July 12, 2013, when the situation at the three banks was extremely serious.
