Decision No 46 of Moldova's National Extraordinary Public Health Commission from 20 February 2021

Chisinau, 20 February /MOLDPRES/ -Under the Article 58 from the Law No 10/2009 on the state supervision of the public health sector (Official Journal, 2009, No 67, Article 183), with the subsequent amendments, as a result of the analysis of the evolution of the epidemiological situation nationally and internationally, the National Extraordinary Public Health Commission (CNESP) finds out that the epidemiological situation remains unfriendly.
Proceeding from the need to enhance the level of observance of the measures of preventing the spread of the COVID-19 infection, as well as to ensure the control over their carrying out, CNESP
DECIDES:
1. The organization and carrying out of scientific conferences and sports competitions with physical presence of people is banned as of 22 February 2021, excepting the sports competitions without audience, held in open air and in closed spaces by the National Sports Federations, accredited by the Education, Culture and Research Ministry.
2. The point 4 of the Decision No 45 from 15 February 2021 of the National Extraordinary Public Health Commission is set forth in the following version:
”4. The activity of night clubs is banned as to the work of the discotheques included in the code CAEM 56.30 and the dance rings included in the code CAEM 93.29, no matter the firm name of the commercial unit (for instance disco-pub, night club, karaoke night-club, discotheque, club, etc.)’’
3. The point 9 of the Decision No 45 from 15 February 2021 of CNESP is set forth in the following version:
”9. The work of the commercial markets will be regulated by the territorial extraordinary public health commissions, which will establish the needed public health measures, in line with the degree of alert in the administrative area managed, according to the plan on preparation and response to the new-type Coronavirus infection (COVID-19) – Version 2, approved through the Decision No 30 from 11 September 2020 of the National Extraordinary Public Health Commission.’’
4. The action of the point 7 from the Decision No 45 from 15 February 2021 of the National Extraordinary Public Health Commission is suspended till 28 February 2021. On the concerned period, the provisions of the point 4.4 from the Annex to the Decision No 35 from 27 November 2020, in the initial version, will be enforced.
4.1. The competent public authorities are instructed, within the competences, to carry out till 28 February 2021 a more rigorous control as regards the observance by private people and legal entities, who carry out activities of railway and road transport in local, municipal/district/inter-district, international traffic and related activities (bus terminals/railway stations, vehicle testing stations, etc.), of the measures of prevention and control of the COVID-19 infection, provided for in the point 4 from the Annex to the Decision No 35 from 27 November 2020 of the National Extraordinary Public Health Commission.
4.2. Depending on the level recorded of observing the measures of prevention and control of the COVID-19 infection, stipulated in the point 4.1, the measure will be revised.
5. The territorial extraordinary public health commissions, in line with the degree of alert in the administrative area managed, will establish also other public health measures necessary, in accordance with the plan of preparation and response to the infection with the new-type Coronavirus (COVID-19) – Version 2, approved under the Decision No 30 of the National Extraordinary Public Health Commission from 11 September 2020.
6. The adjusting (toughening/relaxing) of the public health measures which regard the work of the education institutions, medical and sanitary institutions, institutions of providing public services, public order institutions will be preliminarily coordinated with the National Extraordinary Public Health Commission.
7. The public order sector authorities are instructed to intensify the supervision of the observance by private people and legal entities of the measures of prevention and control of the COVID-19 infection.
8. The territorial extraordinary public health commissions will ensure the revision of all decisions/instructions approved, bringing them in line with the Decisions of the National Extraordinary Public Health Commission of Moldova.
9. The decisions of the National Extraordinary Public Health Commission are executory for the central and local public administration authorities, for private people and legal entities, no matter the activity sector and the legal form of organization.
10. CNESP recommends that media representatives inform the public about the need to strictly observe the measures of prevention and control of the COVID-19 infection.
11. The non-observance of the public health measures, set forth in the present Decision, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.
12. The present decision enters into force starting the moment of its issuance and is published on the Government’s official webpage.
