Report on electronic trade presented at Economic Council of Moldova

Chisinau, 24 February /MOLDPRES/ - The evaluation report on the electronic trade and non-cash economy in Moldova today was unveiled at an online meeting of the Economic Council under the Prime Minister of Moldova. The report was worked out with the support of the Structural Reforms in Moldova Programme of the United States Agency for International Development (USAID).
„The report covered aspects on the process of creation of an electronic shop, at all its stages, beginning with the entrepreneur’s decision, the costs, integrated modules and up to the attraction of clients online, versus the placement of product/service on an already existing marketplace, as well as the assessment of the opportunity costs related to this decision. And given that this is an important element in the electronic commerce, the report analyzed also financial aspects and the ones dealing with logistics. Also, a separate chapter regards ways of payment in the electronic commerce, in which experts come up with a string of calculations and recommendations for the business environment, authorities, as well as for emerging entrepreneurs,’’ a representative of the USAID Moldova Mission, Corneliu Rusnac, said.
Besides the findings of the USAID Programme’s experts, they made a string of legislative and normative recommendations due to simplify and facilitate the electronic trade in Moldova. Among them, there are: clear defining of the electronic trade in the national legislation; transparency in the policy of opening an account; capping the bank deposits for the electronic trade; establishing a special inter-bank commission for some transactions, etc.
At the same time, experts recommend the working out of a guide for traders and clients on the electronic commerce and organization of training courses for practicing the electronic trade.
The head of the Economic Council’s Secretariat, Ion Lupan, stressed that the analytic study was welcome for the business community interested in the digitalization of certain processes from its work. He also said that this set of recommendations made by USAID experts would be integrated in the second legislative report for the economy’s digitalization, which the Council is set to launch soon.
