Decision No 52 of Moldova's National Extraordinary Public Health Commission from 22 March 2021

Chisinau, 22 March /MOLDPRES/ - Under the Article 58 from the Law No 10/2009 on the state supervision of the public health sector (Official Journal, 2009, No 67, Article 183), with the subsequent amendments, as a result of the analysis of the evolution of the epidemiological situation nationally and internationally, the National Extraordinary Public Health Commission (CNESP) finds out that the epidemiological situation is worsening quickly. 

The growth of the incidence, increase in the rate of infectiousness, the increase in the number of areas classified in red code of alert, growth in the number of serous forms of the disease, increase in the number of deaths, enhancement of the rate of positivity of the tests for the SARS-CoV-2, increase in the number of asymptomatic forms, spread in communities, all these things show tendencies of worsening of the epidemic process of the infection with COVID-19 in Moldova.   

Taking note of the fact that, in accordance with the schedule established by the international organizations, Union of European Football Association (UEFA) and the International Federation of Football Associations (FIFA) for the holding of official international matches within the Qualifiers of the Qatar World Football Championship 2022, the A football selected team of Moldova is to host two international official matches, CNESP   

DECIDES:

1. Two international official matches 1.1 Moldova – Faroe Islands, on 25 March 2021, at 21:45 and 1.2 Moldova – Israel, on 31 March 2021, at 21:45 are allowed to be held without audience on the Zimbru stadium from the Chisinau city, by derogation from the provisions of the sub-point 7.4 of the Decision of the National Extraordinary Public Health Commission No 51 from 19 March 2021.   

2. CNESP takes note of the specific actions and measures established in accordance with the UEFA and FIFA Protocols and respectively, enforced for the holding of the international football matches in Moldova:  

2.1. The host selected team (Moldova) and the guest ones (Faroe Islands and Israel) are in strict quarantine starting from entering training camps.

2.2. The host selected team (Moldova) and the guest teams (Faroe Islands and Israel) make three testings for COVID-19 (by 20, 7 and 2 days before the match).

2.3. During the training camp, Moldova’s selected team is in full isolation at the Technical Centre of the Moldovan Football federation (FMF) from the Vadul-lui-Voda town.  

2.4. The guest selected teams (Faroe Islands and Israel) travel by charter flights to Moldova, are accommodated in hotel, where the strictest measures of combating COVID-19 are maintained and are isolated on separate floors by the rest of the hotel’s guests.  

2.5. The people involved in the organization of the matches are tested for COVID-19 twice per week before the match.

2.6. The stadium is divided in several zones of strict access and the entrance to the stadium will take place through several anti-COVID protection filtres.  

3. All measures of prevention and control of the COVID-19 infection, established by CNESP, will be observed at the headquarters of the stadium.

4. The decisions of the National Extraordinary Public Health Commission are executory for the central and local public administration authorities, for private people and legal entities, no matter the activity sector and the legal form of organization. 

5. CNESP recommends that media representatives inform the public about the need to strictly observe the measures of prevention and control of the COVID-19 infection.

6.  The non-observance of the public health measures, set forth in the present Decision, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account. 

7. The present decision enters into force at the moment of its issuance and is published on the Government’s official webpage.
