Emergency state to be established in Moldova till 30 May

Chisinau, 31 May /MOLDPRES/- The parliament today considered the government’s proposal on the declaring of the emergency state on the entire territory of Moldova. Fifty two MPs voted for the establishment of the emergency state on the period 1 April – 30 May.
Attending the plenary meeting, acting Prime Minister Aureliu Ciocoi said that the pandemic situation had degraded a lot and an acting cabinet did not have full powers to cease the sanitary catastrophe.
„I did not see other solution, but to come up with a proposal to the parliament to consider the opportuneness of establishing the emergency state in Moldova. We cannot rely only on vaccination. The vaccination must be in parallel with restrictions. Restrictions which the current National Extraordinary Public Health Commission (CNESP) cannot establish. For instance: 50 per cent of the public transport’s capacity, what happened? Strike. Closing of markets, attack against the government, the cabinet is sued at law. CNESP has no mandate to undertake drastic measures. The patients’ condition has become more serious. There is no longer secret that we have the British stem, which is much more aggressive; I hope that we will not import the South African one, which is 200-fold more contagious. The intensive therapy sections are overcrowded. You have the people’s mandate; I ask you to exercise it in accordance with the powers you have. We are just acting,’’ Ciocoi said.
The acting PM noted that the forecasts provided by specialists were gloomy and the number of deaths triggered by the virus might reach 100 per day. Ciocoi specified that the authorities, for the time being, did not plan the establishment of a lockdown; the pupils will continue their education online and the markets, commercial centres and the churches will remain open.
The lawmakers of the Action and Solidarity Party (PAS), Democratic Party (PDM) and Dignity and Truth Platform Party did not vote for the establishment of the emergency state.
Under the parliament’s decision on the declaring of the emergency state all over Moldova, on the period of the emergency state, the Commission for Emergency Situations of Moldova will issue instructions to enforce the following measures: establishment of a special regime of entrance and exit from the country; introduction of the quarantine regime and taking other compulsory sanitary and anti-epidemic actions; establishing a special working regime for all entities; banning the holding of rallies, public manifestations and other mass actions; to instruct the rationalization of the consumption of food products and other essential products; coordination of the activities of the mass information means concerning: a) informing the residents about the reasons and proportions of the emergency situation, about the measures taken to prevent the danger, liquidate the consequences of this situation and protect the population; b) familiarizing the population with the rules of behavior during the emergency situation; c) introducing special rules of use of telecommunications means; changing of the procedure of appointing to office and dismissal of the heads of the economic agents and public institutions; banning the resignation of employees, except for the cases provided for in normative acts, for this period; calling citizens to provide services in public interest, under the law; carrying out requisitions of assets, in order to prevent and liquidate the consequences of the situations which imposed the declaring of the emergency state.
The today’s parliament decision also sees that the instructions of Moldova’s Commission for Emergency Situations (CSE) are compulsory and executory for the heads of the central and local public administration authorities, economic agents, public institutions, as well as for the citizens and other people staying on the territory of Moldova. All instructions issued by CSE will enter into force at the moment of their adoption.
Moldova’s parliament in a three-day period will inform the United Nations Secretary General and the Secretary General of the Council of Europe about the present decision and the reasons for its adoption.
