Commission for Emergencies announced new restrictive measures for next 60 days

Chisinau, 2 April /MOLDPRES/- The Commission for Emergencies convened in a meeting, the government's communication and protocol department has reported.

CSE members examined several proposals for restrictive measures from state institutions and assessed them financially, legally, economically and socially. Therefore, the Commission decided to impose urgent measures that would reduce physical contact and limit the spread of the Covid-19 virus on the territory of the Republic of Moldova.

The CSE members decided to continue the distance learning process, except for kindergartens. Regarding the way public institutions work, the Commission has established that their administration will attract 30% of the staff who are involved in office work, the rest of the staff will work remotely. In the manufacturing companies, the work will be organized in shifts. At the same time, the Public Services Agency will operate on the basis of pre-appointments, so as to avoid queuing.

The decision was made to set a special regime for the movement of citizens in the cities of Chisinau and Balti. It is forbidden to travel outside the homes between 23:00 - 05:00, starting with 3 April. Exceptions are people who travel in the professional interest, for medical care, purchase of medicines, or care for close people. They will have to submit a statement to the patrol missions on their own responsibility or show the work permit. In addition, it is forbidden for people to be in public spaces, such as parks, recreation areas, playgrounds or sports fields.

The Commission has decided to ban all types of ceremonies. At the same time, it is forbidden to hold meetings, assemblies, demonstrations, rallies and other types of mass actions.

The Commission members announced that if an economic unit violates public health measures or endangers the health of citizens, its activity will be suspended during the state of emergency.

The CSE banned public service providers from ceasing to provide services, by disconnecting consumption blocks, or imposing penalties for non-payment by household consumers of electricity, heat, gas or drinking water bills. Disconnection from utilities can only be done if it endangers people's lives and health.

A moratorium is set up until 30 May 2021 on state controls planned by the competent bodies with control functions over the entrepreneurial activity. 

The acting Prime Minister said that if requested, heads of the republican, municipal or district public medical institutions and care providers are obliged to ensure deploying all doctors to the hospital institutions with Covid-19 profile.

During the press briefing, held immediately after the CSE meeting, he said that the Commission members are examining several possible measures to support the business community.

"We are under identifying financial resources to support business. Therefore, the proposals for measures to encourage the business environment and support economic agents, as well as for the protection of citizens affected by the state of emergency will be decided at the next meeting and set in a subsequent decision, "said Aureliu Ciocoi.
