Moldova's Commission for Emergency Situations approves capping price for anti-COVIDE-19 vaccines, due to be imported by commercial means

Chisinau, 15 April /MOLDPRES/ - The Commission for Emergency Situations (CSE) held a meeting today. The participants in the event considered and approved a new instruction which provides for a large set of regulations in the justice sector, in accordance with the establishment of the emergency state in Moldova, the government’s communication and protocol department has reported.   

The document is focused, to a great extent, on new provisions as to the forms of forcible execution. So, on the period of the emergency state, personal goods or household appliances, including the furniture, indispensable to the debtor and his/her family, cannot be sequestrated, followed. The goods of the debtor’s children, needed food products, farming inventory, including the labour animals, fodder for them, etc. cannot be sequestrated. ‘’I urge the colleagues working in the judicial system to attentively consider this set of new regulations for the emergency state period,’’ Aureliu Ciocoi said.    

An important decision approved at the today’s meeting envisages the exemption from the payment of customs taxes, tax for customs procedures and the value added tax (VAT) at the import of a consignment of 120,000 doses of Sputnik-V vaccine, provided to Moldova’s government by Russia as donation, to the National Public Health Agency as beneficiary. Decision-makers will act similarly also in the case of a batch of 62,000 doses of Sputnik V vaccine, provided to Moldova’s eastern districts, as donation, imported from Russia.    

„We are to exempt 182,000 doses of Sputnik V vaccine from taxes on import, customs duties, tax for customs procedures in all. It remains to clear up when this batch will arrive in Moldova. At the same time, the Medicines and Medical Devices Agency of Moldova will release import authorization for the concerned consignments of vaccine,’’ the acting PM said.

Also, CSE approved the conditions for capping the price for the anti-COVID-19 vaccine, if they are to be imported to Moldova by commercial means, in order not to allow the increase in the vaccines’ prices at the private medical institutions which are to provide such services to the citizens.  

Thus, through the derogation from the sub-point 9) of the point 6 of the regulation on the way the producers’ prices for medicines are registered and approved, the producer’s price for the anti-COVID-19 vaccine will be established in the quantum requested by the producer or owner of the certificate of medicine’s registration. ‘’This is the ceiling from which we will proceed in the process of calculating, in Moldova, the price of any anti-Covid-19 vaccine, due to be brought to the country by commercial means,’’ Ciocoi noted.  

In another context, CSE today approved the suspension, on the emergency state period, of the personal right from the budgetary units to benefit from one-off bonuses on the occasion of professional holidays and the holidays days-off. The decision was promoted by the need to save public money on the period of the emergency state.   

Another action which regards the public system provides for the doubling of the term of considering the official petitions and requests, in order to exercise the free access to public interest information on the period of the emergency state. The action is reasoned by the fact that, on the concerned period, the civil servants work in offices at a level of 30 per cent.
