EU supports monitoring of greenhouse gas emissions in Moldova

Chisinau, 6 July /MOLDPRES/- The Republic of Moldova will have a better system for monitoring greenhouse gas (GHG) emissions and reporting to specialized international bodies. A roadmap in this regard has been set up with the support of the European Union and the United Nations Development Program under the EU4Climate project.

The document was worked out by the Austrian Environment Agency and presented on 2 July at a public event. It identifies the main shortcomings of the national GHG monitoring and reporting system in Moldova.

"We have a robust and efficient GHG emission monitoring system, and with the help of development partners we will ensure the sustainability of the processes. We want to make sure that the Environment Agency has the capacity and all the necessary tools, as well as the relevant information from all sources ", according to Valentina Țapeș, Secretary of State of the Ministry of Agriculture, Regional Development and Environment (MADRM).

The GHG monitoring and reporting system was set up in 2018, in line with the commitments under the Association Agreement with the EU and the Paris Agreement. The system consists of the national GHG emissions inventory, the national communication and the updated biennial report, which from 2024 will be replaced by the biennial transparency report, in line with the Enhanced Transparency Framework of the Paris Agreement.

The inventory details direct GHG emissions in the following sectors: energy; industrial processes and product use; agriculture; land use, waste management. The inventory also includes the list of greenhouse gases, the evolution of which is monitored and the list of institutions that provide information.

The roadmap sets out the legislative obligation to provide relevant information to all GHG emitters, improve the data management and archiving process, involve experts in data collection and train specialists from various institutions, and improve the quality assurance system.

In 1990-2016, in our country, greenhouse gas emissions decreased by almost 70%, mainly due to the prolonged economic crisis. Emissions from the energy sector were reduced by almost 73%, in the industrial sector - by 51.5%, agriculture - by 53.5%, land use - by almost 40%, and waste management by 3.6%.
