Amendment of law on management, de-nationalization of public property to be discussed in second reading in Moldova

Chisinau, 23 August /MOLDPRES/ - The draft amendment of the law on the management and de-nationalization of public property will be put to vote in parliament’s plenum in the second reading, after the parliamentary commission for economy, budget and finances approved the report on the concerned draft today. The draft regulates including the privatization of the rented uninhabitable public property rooms.
The document sees, inter alia, the extension from one to three years of the term of the contract on rental of the unused assets of state or municipal enterprises and the commercial companies with full or majority public capital, which were not included in the lists of assets non-liable to privatization. The assets from the industrial parks represent exception.
The term of three years at the most is optimal for a contract on rental; it would allow both sides of the legal relation to plan their activity, respectively the incomes and expenses, said the author of the legislative initiative, MP of the Action and Solidarity Party (PAS), Vladimir Bolea.
Another issue tackled in the draft is the one on the privatization of uninhabitable rooms rented. Under the document, the concerned objects are turned private in the way established by the government. The initial price of privatization of uninhabitable rooms is established depending on their value on market, defined in the report on evaluation, compiled by the assessor.
The document contains the list of objects non-liable to privatization. Among them, there is the real estate representing national cultural heritage, except for the ones allowed for sale/purchasing; real estate on which decisions on demolition are adopted, according to the general plan of settlement’s development; rooms placed on the routes of engineering networks, in underground passages for pedestrians and in other places of common use; rooms the cost of which was included in the cost of other assets which are privatized, etc.
”The making of these amendments will ensure the privatization of the uninhabitable rooms rented, according to the general provisions; the observance of the principle of transparency in the management of the public property and the principle of citizens’ equality in rights will be guaranteed in this way,’’ reads the informative note to the draft law.
”The draft’s up-to-dateness is extremely important, as a scheme of public property’s embezzlement is thus cancelled,’’ Vladimir Bolea stressed.
The draft was approved in the first reading on 4 March 2021.
