Decision No 64 of 26 October 2021 of National Commission for Public Health

Given the analysis of the evolution of the epidemiological situation at national and international level, with the aggravation of epidemiological indicators - until 25 October 2021 in the Republic of Moldova were registered 329 294 cases of COVID-19, of which 14 295 are active cases at present; the incidence in the last 7 days - 308 cases per 100 thousand people, increasing by 16% compared to the previous week; a total of 2,598 people are hospitalized, 35% more than the previous week and 37% more compared to the previous month, the hospitalization rate currently being 70 to 100 thousand, 2.3 times more than the limit alert threshold (30 to 100 thousand); severe forms hospitalized in intensive care units (248 abs.) registering an increase of 43% compared to the previous week and 66% compared to the same period last month; 9,967 patients treated with COVID-19, or 70% of all active cases, are treated on an outpatient basis; mortality in the last 7 days was 6.9 deaths per 100 thousand population, increasing by 18% compared to the previous week and 156% compared to the previous month, the number of deaths registered in the Republic of Moldova during the pandemic period being 7 497, from which 81% occurred in people over 60 years of age;

in the context of the worsening of the epidemic of COVID-19 infection in the Republic of Moldova, especially in the municipalities of Balti and Chisinau, in the context of the increased risk of further spread of SARS-CoV-2 infection and in order to ensure adequate preparedness and response to COVID-19 infection, in line with the updated recommendations of the World Health Organization on considerations for the implementation or adjustment of public health measures in the context of COVID-19, as well as European and international best practices,

under Article 58 of Law No10/2009 on the state supervision of public health (Official Journal of the Republic of Moldova, 2009, No67, art. 183), with subsequent amendments, the Extraordinary National Commission for Public Health

DECIDES:

1. The state of emergency in public health declared by the Decision of the Extraordinary National Commission of Public Health No61 of September 9, 2021, with the possibility of revising the respective term depending on the evolution of the epidemiological situation at national level.

2. To protect all participants in the electoral process (voters, election officials, candidates and other actors involved), the Instruction on organization and conduct of elections by the Central Electoral Commission in the pandemic situation caused by COVID infection shall be updated and approved, according to the annex.

3. The Decision of the Extraordinary National Commission for Public Health No56 of June 3, 2021 shall be abrogated.

4. Point 4.5 of the annex No2 to the Decision of the Extraordinary National Commission for Public Health No62 of September 22, 2021 will have the following content:

„4.5. The organization of private events (weddings, baptisms, memorial meals, festive meals) will be allowed with the participation of no more than 50 people in indoor spaces or 100 people in outdoor spaces, with the provision of an area of ​​at most at least 2 m2 for each visitor / client, with the obligation for them to present the COVID-19 certificate, defined in point 5, to the person designated by the administrator of the space where the event takes place. ”

5. Starting with 8 November 2021, pt 4.5 of annex No2 to the Decision of the Extraordinary National Commission for Public Health No62 of September 22, 2021 will have the following content:

the organization and development of private events (weddings, baptisms, memorial meals, festive meals) are stopped.

6. Admission of beneficiaries to socio-medical institutions, rehabilitation / recovery / spa institutions will be performed based on the result of a diagnostic test for COVID-19, regardless of vaccination status (rapid diagnostic test Ag SARS-CoV-2 valid for 48 hours or test PCR at COVID-19 valid for 72 hours).

7. It is recommended that the vaccination level of 95% be reached by 1 December 2021 for the following categories of front-line employees whose interaction with citizens has a high degree of risk of infection:

- staff of public and private medical institutions, socio-medical institutions and rehabilitation / recovery / spa institutions;

- staff of childcare centers;

- staff of placement centers for the elderly;

- the staff of the postal units that interact directly with the customers;

- staff in banking units that interact directly with customers;

- employees of the subordinate structures of the Ministry of Internal Affairs and Customs Service;

- employees of central and local public authorities, as well as all those who, by the nature of the activity, interact directly with citizens;

- employees of the Public Services Agency who interact directly with customers;

- drivers / passenger / car / rail passengers, tax collectors;

- HoReCa employees.

8. It is recommended for the Ministry of Education and Research to examine the possibility to extend the autumn vacation 2021 for pupils of primary, secondary and high school institutions until 7 November in the territories, in the administrative-territorial units of first level, second level : the municipalities of Chisinau and Balti and Gagauzia, in which the red alert threshold is established.

12. Failure to comply with the mandatory public health measures set out in this decision constitutes a danger to public health and will serve as a basis for the application of measures of contraventional and / or criminal liability of natural and legal persons.

13. Public order authorities and control bodies are requested to step up their supervision of compliance by private people and legal entities with COVID-19 infection prevention and control measures, in accordance with their areas of competence.

14. This Decision shall enter into force on the date of its publication on the official website of the Government.
