Mandatory health insurances accounts for 2022 to comprise revenues, expenses worth over 12 billion lei

Chisinau, 19 November /MOLDPRES/ - The mandatory health insurances accounts (FAOAM) in 2022 will have revenues and expenses amounting to 12,287,601,000 lei. The cabinet of ministers approved a draft decision to this effect today.
According to the government’s communication and protocol department, as compared to the sum approved form 2021, the revenues are planned to be increased by 1,143,503,700 lei (or by 10.3 per cent) and the expenses – by 943,503,700 lei (up by 8.3 per cent). The mandatory health insurance premiums in form of percentage contribution to the salary and other recompenses will stand at 5,984,775,100 lei, which is by 919,375,100 lei more against the ones approved in 2021.
Also, the government will preserve the mandatory health insurance premium for 2022 both in form of percentage contribution of 9 per cent and in form of fixed sum of 4,056 lei.
At the same time, 5,921,111,900 lei is envisaged for the transfers from the state budget to the mandatory health insurances accounts for insuring the categories of unemployed people, which is by 227,735,100 lei more against the level approved for the 2021 year.
As much as 150,648,100 lei is provided for the transfers from the state budget for the carrying out of national programmes on health care, in order to supply the diabetes patients with anti-diabetes preparations, such as human insulin and insulin analogs.
When estimating the FAOAM expenses for 2022, the government took into account the legislation in force and the priorities in providing medical services, needed for the residents and related to the health system’s capacities. Respectively, the additional allocations worth 943,503,700 lei are scheduled for covering the following expenses:
- increasing the salaries for the administrative and economic staff of the public medical and sanitary institutions involved in the mandatory health insurances system, starting from 1 November 2021.
- providing compensation of some types of medical devices, medical care services at home and palliative;
- covering the expenditures for the hospital services provided to patients meeting the case definition of COVID-19 (suspect, probable, confirmed), measures of prophylaxis and prevention of the infection risks.
- covering the strictly necessary expenses for ensuring a good work of the providers of medical services, in order to provide opportune and qualitative medical assistance to the residents, etc.
As much as 12,097,758.400 lei is planned to be accumulated in the basic fund, by 8.2 per cent more against the level approved for 2021.
As much as 10,000,000 lei is scheduled for the reserve fund of the mandatory health insurances for 2022, meant for covering the additional expenses dealing with urgent infections and diseases, as well as the compensation of the effective difference at the payment of the current medical services. Also, in 2022, the fund of the prophylaxis measures will amount to 50,000,000 lei, by 5,000,000 lei more against the one approved for 2021. As much as 15,000,000 lei is estimated in quantum for the fund of development and modernization of public providers, at the level of the 2021 year.
