Chisinau, Dec. 23 / MOLDPRES /- Yesterday, the Cabinet of Ministers approved amendments to the Law on manufacture and circulation of ethyl alcohol and alcohol production, by adjusting the legal framework to market developments and the needs of the business environment in the field. The decision was published in the Official Journal on 23 December.
The draft provides regulations that will help ensure the quality of alcohol products, avoid counterfeiting and counterfeiting, ensure traceability and evidence of manufactured and marketed production, and will eliminate technical barriers to competition in the field.
According to the document, the review of the competencies of the National Agency for Food Security (ANSA), an institution that performs state control in this area, is to be reviewed. Additional responsibilities will be given for monitoring and recording data on the manufacture and circulation of alcoholic products in order to develop studies and analyzes for the implementation and promotion of public policies in the field.
The changes are necessary even in the context of the commitments assumed by the Republic of Moldova as a member of the World Trade Organization. The current law provides for separate regulations for the manufacture of alcoholic products for the internal market and for export, which is incorrect, given that the products for export must meet the requirements of the states in which they are marketed.
The draft also provides for a classification and clarity of the categories of ethyl alcohol, as well as the completion of the Law with new notions, such as low-alcohol beverage or low-alcohol beverage. The implementation of the project does not require financial expenses from the state budget, nor for the economic agents.
