Moldovan government approves National Regional Development Strategy 2022-2028

Chisinau, 26 January /MOLDPRES/ - The cabinet of ministers is set to ensure the sustainable development of all Moldova’s regions and to constantly improve the people’s living standards. In this respect, the cabinet today approved the National Regional Development Strategy (SNDR) for 2022-2028, the government’s communication and protocol department has reported.   

The strategy is focused both on the support of disadvantaged regions and on the enhancement of the competitiveness between regions. SNDR is based on the inter-ministerial coordination of the government’s actions, aimed at backing the country’s regions and settlements.  

Among the strategy’s priority directions, there are:

- Enhancement of the competitiveness and employment of regions;

- Balanced social and economic development in all regions of Moldova;  

- Efficient implementation of national policies of regional development.

The strategy will be implemented through the Regional Operational Programmes for the development regions Centru, North, South and the Autonomous Territorial Unit of Gagauzia, which will have at the basis targets of development specific for each region:   

- Increase in the Gross Domestic Product;

- Growth of the volume of private investments in regions;

- Increase in the number of enterprises in regions;

- Increase in the share of industrial production delivered at export in regions.  

The Operational Programmes elaborated in regions will contain concrete action plans, as well as lists of projects, which will be implemented.    

To implement the strategy, decision-makers will use financial resources planned in the medium-term budgetary framework and, indirectly, the financial sources allocated by development partners, local budgets of Local Public Authorities (APL), as well as other sources provided for by the legislation.     

Projects with a cost estimated at 1.5 billion lei are included in the single programme document for the 2022-2024 years for the first period of implementation of SNDR.  

The project was elaborated and publicly consulted regionally, on the platform of the Regional Development Councils, with the participation of representatives of local public administrations of the first and second levels, private sector, civil society. At the same time, the document was approved by the National Council of Coordination of Regional Development, according to the provisions of the Law No 438/2006.
