Moldovan cabinet approves report on fulfillment of state budget in 2021

Chisinau, 1 June /MOLDPRES/ - The government, at a today’s meeting, approved the report on the fulfillment of the state budget in 2021, according to concerned report.   

Under the report, the carrying out of the state budget in 2021 took place under the pressure of the effects of the COVID-19 pandemic, as well as of the consequences of the declaring of the state of emergency for ensuring Moldova’s energy security.   

The energy crisis from the last autumn triggered new challenges and a new chain increase in prices, both for energy resources on the regional market, and for the food products on the domestic market.  

Nevertheless, in 2021, the government promptly reacted to attenuate the consequences of the COVID-19 pandemic and the ones triggered by the energy crisis, through establishing measures of backing both economic agents and household consumers, which subsequently led to the urgent and significant revision of the short-term budget indexes. Thus, to financially support these measures, decision-makers adopted three amendments to the law on state budget for 2021, which showed a more flexible framework of budgetary and fiscal measures.        

The 2021 year was marked also by the resumption of the foreign financing, which allowed ensuring the continuity of institutional reforms, Moldova’s economic improvement and commitment to make substantial expenses for the fields of health, social assistance and economic reforms.    

According to the report on the carrying out of the state budget in 2021, revenues worth 49.4 billion lei were collected, which is by 3.5 billion lei (7.7 per cent) more against the provisions. The revenues grew by 10.9 billion lei (28.3 per cent) against 2020.   

The state budget expenses stood at 54.1 billion lei, which is by 3.5 billion lei (6.1 per cent) under the annual previsions. The spending increased by 4.5 billion lei (9 per cent) against 2020.   

The deficit was fulfilled at 4.7 billion lei, against a forecast figure of 11.8 billion lei. The deficit was 1.96 per cent of the Gross Domestic Product (GDP).  

The state debt was within the limits established through the state budget law for 2021, and at the situation from 31 December 2021, it amounted to 77.7 billion lei (32.1 per cent of the GDP), recording a diminution of 1.9 percentage points against the situation in late 2020.

The balances of the financial means in the state budget accounts, at the situation from 31 December 2021, stood at about nine billion lei.
