Moldovan government approves new conditions for carrying out of editorial activity, procurement of national books

Chisinau, 1 June /MOLDPRES/ - The conditions for the carrying out of the contest on financing of editorial projects and procurement of books by the state will be improved. To this end, the government today approved amendments to the regulation on the selection, editing and procurement of national books with the financial means provided for in the state budget.
According to the Culture Ministry, the amendments deal with the conditions of presenting editorial projects, as well as the norms which explain the procedure of books’ purchasing. Thus, the Regulation gives the public authority possibility to organize the contest in two sessions in the case of one financial year, if following the selection of bids at the first stage, the financial sources allocated allows extending the contest. At the same time, the amendments regard also the extension of the requirements/conditions related to the book reviews, re-editings, conflict of interests in case of the members of the contest commission.
At the next contest, organized by the Culture Ministry, the number of titles selected from a single bidder will not exceed 20 per cent of all titled purchased. Also, the sum for a single bidder will not be higher than 15 per cent of all sum provided for the concerned session of books’ procurement. Among the novelties, there is also the fact that, within a selection of bids, a publishing house cannot suggest more than ten book titles and a contemporary author can be accepted only once during three years.
