Chisinau, August 16 /MOLDPRES/- The Public Property Agency (APP) announced today that the Moldovan Post Office is entering a modernization phase.
A draft Government decision, set up by the Public Property Agency and subject to public consultations, provides for the reorganization of the state enterprise into a joint-stock company. "Consequently, not only the name and form of organization will change, but the range of services provided will also be broadened. First of all, the current legal framework stipulates that from November 2019 there should be no more state-owned enterprises, the existing ones were to be reorganized by that date. In another context, state-owned enterprises have limited leverage due to the rigid legal framework, unlike joint-stock companies," APP points out.
For example, the Moldovan Post Office has a modernization and digitization plan agreed with the European Investment Bank, says the company's interim administrator, Roman Cojuhari. It intends to provide financial services in the non-banking field, in both cases the state enterprise form of organization does not allow this. "Both the National Bank sees an impediment, and the external financiers look skeptically at us being a state enterprise", says Roman Cojuhari.
The plan agreed with the European Investment Bank provides for the automation of the parcel sorting line, the modernization of the car fleet with the development of fast couriers, the digitization of as many services as possible, including the implementation of mobile post offices. The digitization and automation of processes will generate a substantial reduction in operational costs, the optimizations will include all elements of the logistics network, both at the central and regional level.
