Chisinau, August 24 /MOLDPRES/- Cabinet of Ministers today approved new measures to prevent and mitigate the impact of the energy crisis in case of limiting the supply of natural gas and preparation for 2022-2023 heating season, the government's communication and protocol department has reported.
The project aims to identify and carry out in useful terms measures to prevent and mitigate the impact of a possible energy crisis on prices and security of the energy supply of the Republic of Moldova. Thus, the document sees:
- setting up the Governmental Commission for coordinating measures to prevent and mitigate the impact of the energy crisis in the event of limiting the supply of natural gas and preparation for 2022-2023 heating season. Its composition will include representatives of the relevant authorities and companies. The Commission will approve operative decisions, if necessary, to ensure consumers with energy, such as facilitating applying the provisions of the Plan and working out proposals to be submitted to the Commission for Emergencies;
- Approval of the necessary measures to prevent and mitigate the impact in case of limitation of natural gas supply. They aim at the good organization of the managers of energy consumers and of thermal and electrical energy supply systems, in particular: speeding up the implementation of energy consumption efficiency programs; taking the necessary actions to facilitate the import of raw material for the production of solid biofuels; identifying measures to apply fiscal facilities for the promotion of renewable energy sources and energy efficiency; measures to ensure the firewood requirement for 2022-2023 heating season etc.
- Approval of 27 measures to reduce and mitigate the impact of a potential gas crisis, according to 3 scenarios with probabilities of limiting natural gas supply by 35%, 50% or 100%.
- First 5 measures are mandatory, regardless of whether or not there will be natural gas delivery limitations. The following will apply gradually, depending on the actual scenario of gas supply constraints. Among them are: reducing by 10% of the temperature of the thermal agent delivered in the centralized supply systems with thermal energy; switching of Termoelectrica company (CET Source 1) to alternative fuel (fuel oil); use of natural gas stocks in national transport networks; use of available strategic natural gas stocks etc.
The project was coordinated with the interested authorities, energy companies, including civil society representatives, whose proposals and suggestions were taken into account.
