Energy crisis, free movement principal subjects of discussions between Chisinau, Tiraspol political representatives

Chisinau, 2 December /MOLDPRES/ - A working meeting between the political representatives in the process of negotiations on the Transnistrian settlement on behalf of Chisinau, Oleg Serebrian, and of Tiraspol, Vitaly Ignatyev, today took place at the headquarters of the OSCE Mission in Chisinau, in the presence of the delegations participating in the 5+2 format of talks, the Reintegration Policies Bureau has reported.
The main subject of the meeting was the energy crisis and the most pressing problems faced by the residents from both banks of Dniester. Given the quite difficult situation in this sector, the sides agreed on discussing the issue at the level of experts in the energy sphere, which in parallel with the meeting of the chief negotiators, was held in a separate session hall at the headquarters of the OSCE Mission. The participants in the dialogue stressed the need to coordinate the actions in emergency situations and advance towards the lasting settlement of the problems which affect the two banks of Dniester.
The Chisinau side tackled the topic of the free movement and the obstacles faced by various categories of citizens, including journalists and civil society’s representatives, when crossing the unauthorized control posts of Tiraspol, placed in the perimeter of the Security Zone, with the infringement of the provisions of the ceasefire agreement from 21 July 1992. Chisinau came up with an urge to remove all unjustified impediments, ensure the free movement of citizens to and from the settlements of the Transnistrian region and enforce proportional approaches, just as it happens on the right bank of Dniester.
As for Tiraspol’s pretensions regarding the control measures carried out by border police employees when representatives of the structures from the Transnistrian region cross the Chisinau International Airport, the Chisinau delegation stressed the indispensability of observing the mechanism of notification as concerns the non-private trips (established on 1 August 2022), through the channel of communication of the political representatives and recommended the giving up of the acid and inadmissible rhetoric in relation with Moldova’s authorities.
As for the issue of import of medicines meant for consumption in Moldova’s eastern districts, the sides reiterated the need that they meet the security and quality standards in force, observe the rules of conformity, adjusted to the international norms and the EU legislation, standardization of the concerned classified lists on both banks of Dniester, excluding the parallel registers on the territory of Moldova, reestablishment of the single area in the medical and pharmaceutical sector.
The deputy PM for reintegration brought for discussion the case of citizen Viktor Pleshkanov, who was illegally imprisoned by representatives of the of structures of the country’s eastern districts. Serebrian asked for information about his health condition and on the fact whether his life is out of danger; the answer received was evasive. Oleg Serebrian also asked for the assistance of the OSCE Mission on this case, including the making of a fact-collecting visit to the place of detention.
The political representatives showed willingness to contribute to the boosting of the process of negotiations and hold a new working meeting in this format, till the end of this year.
