Moldovan PM discusses with mayors of central Hancesti district

Chisinau, 16 December /MOLDPRES/ - The cabinet’s priorities for the regional and local development, opportunities proposed for settlements’ voluntary amalgamation, as well as extending the financing of projects on infrastructure and development of local services today were discussed at a working meeting between Prime Minister Natalia Gavrilita and the mayors of the central Hancesti district, the government’s communication and protocol department has reported.    

The PM appreciated the local public authorities’ determination to implement development projects and turn to good account the opportunities provided by the government and foreign partners. In the context, Natalia Gavrilita said the regulation of the European Village programme was under revision, so that the financial resources can be accessed by as many entities as possible.    

„This year, the mayors took huge efforts and made great things for the benefit of residents, which was proved also by opinion polls confirming your authority before the citizens. I want to thank you for the work carried out and to assure you that the cabinet will further be with the citizens from both urban areas and rural ones,’’ the prime minister noted.  

The PM referred to the social and economic situation, as well as the benefits the provisions of the budget and the budgetary and fiscal policy would bring to people and economic agents. In particular, Natalia Gavrilita touched upon the salary’s increase by 1,300 lei for all categories of employees from the single salary payment system, increase in the subsidies in the education and culture sector, as well as the policies aimed at maintaining and creating new jobs, such as the 0 tax on the non-distributed income of small and medium-sized entrepreneurs or the reimbursement of the value added tax (VAT), entered in account at the presentation of electronic invoices.   

The prime minister also referred to the cabinet’s actions to solve the problems faced by the local public authorities (APL), such as the erasing of peasant farms from registers, approving the law on the regime of water basins, implementing the initiative on the tax for the use of roads and removing the ceilings for the local taxes. Natalia Gavrilita also spoke about the increase in the financial resources provided to APL, stipulated in the Budget Law for 2023.       

The participants in the meeting discussed also aspects on the Public Administration’s Reform Strategy and enumerated the benefits of settlements’ voluntary amalgamation. Thus, the government prepared a package of measures providing for additional financial allocations for these settlements and increases for civil servants from the amalgamated mayoralties. The PM emphasized that the dialogue on priority subjects between the central and local authorities would continue, including on the platform of the parity commission, as well as the government’s meetings in areas, in order to boost the taking of decisions and fulfill numerous initiatives for the good of the people.       

The representatives of the local public authorities informed the prime minister about the present situation and the difficulties in the management of local problems. Among the problems invoked, the mayors noted the need to settle the unused spaces and lands, groundless contesting of public procurements processes, enhancing the efficiency of the social benefit, construction of a bypass road of the Hancesti city, finishing projects on supply with water and sewerage, as well as optimizing the work of the district hospital. At the same time, the mayors showed interest in the organization of a cabinet meeting in Hancesti.
