Moldovan government approves new measures supporting farmers

Chisinau, 14 November /MOLDPRES/ -Farmers, who submitted applications for subsidies, but do not include within the limits of the Subvention Fund for 2014, will receive the money from the mentioned fund in 2015. The cabinet took a decision to this end today, in order to cover all farmers' applications, the government's communication and media relations department has reported.
The deficit for covering all applications for subsidising received during the year is of about 250 million lei. At, present, the amount available for providing subsidies is a little bit over 90 million lei.
In 2014, the Agency for Interventions and Payments in Agriculture (AIPA) received about 5,200 applications for subsidisation, in total amount of about 880 million lei. Most applications - 1,050, in total amount of 110 million lei, were received in the last week of October. AIPA diminished by 55 million lei the requested subventions, following the checking of files.
Agriculture and Food Industry Minister Vasile Bumacov said additional investments were necessary, in order to diminish the negative impact of the embargo, and referred to cooling, sorting, packaging devices and promoting of the wine-making sector, in order to encourage the export to EU and other alternative markets.
Prime Minister Iurie Leanca requested the Agriculture and Food Industry Ministry to make an objective analysis of the Regulation on Subsidies to farmers in 2015, which would take into account a range of principles, as well as to give final touches to the working out of the Law on providing subventions.
"The measure is necessary as I found out that the money is not enough and more farmers will not be subsidised for the investments they have made. However, we must introduce limits in the Regulation on providing subventions for 2015. The innovative technologies to be stimulated and small farmers not to be discriminated against the big ones. It is necessary a mechanism which would ensure that those who have benefited from big amounts of subsidies in 2014, eventually not to benefit in 2015. Also a principle of equitable geographic repartition must be introduced, as the principle „First come, first served” is not correct in my opinion,” Leanca said.
The measure approved by the government is meant to ensure the good implementation of the process of modernisation and financial assistance of farmers who made investments into the agro-industrial sector, liable to be subsidised in 2014.
