Moldovan cabinet approves regulation on doctoral studies

Chisinau, 3 December /MOLDPRES/ - The cabinet approved the Regulation on the organisation of cycle III doctoral education at a today meeting. The document will provide the normative framework necessary for organising the doctoral studies in compliance with the Bologna Process, provisions of the Education Code and European educational requirements.
The Education Ministry said the regulation provided wider autonomy to institutions organising doctoral programmes and they also got the powers given so far to the National Accreditation and Attestation Council. Under the document, the doctoral studies are organised only within the syllabuses of the doctoral schools of the higher education institutions and national and international consortiums and partnerships temporarily authorised or accredited, according to the legislation.
The regulation stipulates that the doctoral schools may be created with 10 doctoral leaders at least and the doctoral syllabus last usually three years. The document also sees that the plan of admission to budget-financed doctoral education is worked out by the Education Ministry, in cooperation with the competent ministries and is approved by the government, and the financing is made via multi-annual doctoral grants for at least three-year period.
The institutions intending to organise doctoral education syllabuses, will set up scientific councils that will work out the research strategy, regulation on organising and carrying out the doctoral syllabuses, and will approve decisions on creation and liquidation of doctoral schools.
