Moldovan speaker, civil society representatives tackle dialogue, law amendment, strategies

Chisinau, 24 February /MOLDPRES/ - The parliament and civil society will join efforts in order to exercise parliamentary control over the implementation of the actions stipulated by Moldova’s Association Agenda.
Parliament Speaker Andrian Candu and representatives of NGOs Council addressed the issue at a meeting today, the parliament’s communication and public relations department has reported.
”We want a more intensive and constructive dialogue with the civil society, as the expertise you display is welcome for the parliament. The Association Agreement is, in fact, our action programme,” Andrian Candu said.
Candu added that a string of proposals meant to enhance the parliament’s transparency level and openness towards the citizens were presently examined. It is about implementing a parliamentary intranet network, use of e-governing services and setting up a television of the parliament. ”A television of the parliament, which to be broadcasted non-stop, as in many countries, is necessary. It is to broadcast live the plenary meetings, the ones of the standing bureau and permanent commissions, working groups and investigation commissions, MPs’ press statements,” Candu said.
Andrian Candu encouraged the civil society’s representatives to forward proposals to improve the national legal framework, especially in terms of fighting corruption. Candu informed that the head of the investigation commission on clearing up situation on the Moldovan financial and foreign exchange market, MP Marcel Raducan had been asked to include members of civil society as observers within the above-mentioned commission. He also urged them to take part in working out the task notebook of a new concept of the parliament’s site, as well as to provide expertise in the draft of new parliament’s regulation, after the latter is given the final touches.
For their part, the civil society representatives welcomed the actions carried out by the parliament and meant to improve the communication with citizens and civil society,. They make up with proposals due to consolidate the institutional capacities of the parliament, facilitate communication with the parliamentary commissions and increase the transparency level of the parliamentary activity. At the same time, they urged the MPs to speed up the adoption of the law on gender equality within the electoral and political processes, the ”2 per cent law”, law on political parties’ financing, amendment of the Audiovisual Code as to transparency of media property and legal framework on the purchase of social services by civil society.
The participants in the meeting also approached actions carried out and not within the Strategy on development of civil society for 2012-2015”, agenda of the annual conference on monitoring the fulfilling of the provisions of the ”Concept of cooperation between the parliament and civil society”, traditionally held in the beginning of the year.
